Effective Regulation Of Wages Can Not Rely Solely On The Labor Department.

In recent years, governments at all levels have begun to resolve this contradiction. "The establishment of a normal wage growth mechanism for workers and workers" has been written into the government work report and the report of the 17th CPC National Congress.

But as a bigger part of local state-owned enterprises, private enterprises (including restructured enterprises), workers and migrant workers, the government has tried to make appropriate adjustments through raising the minimum wage standard. Even this year, 21 provinces have already adjusted the minimum wage standards, but the overall situation is still not ideal.
The "top down" (restricting monopoly wage) and the "bottom up" (raising minimum wage) are two widely adopted thinking directions.
Pressing down and covering the bottom is a relatively good operation step, but if we think that the core content of establishing the normal wage growth mechanism is to lower the height and lower the income slightly, so that the "drop in income gap" will be all right. Such an idea is easy to bear the consequences of dogmatism. Of course, the high wage in the anti-monopoly industry is of course important, but the scientific wage growth mechanism is not simply to stop the growth of the high income people. It is also important to raise the minimum wage protection. However, in the current situation of serious imbalance between the supply and demand of labor and the small and medium enterprises' profit determination, it is not a "brilliant move" once and for all.
Since the government has already put the issue of wages in a very important position, we need to explore a scientific and operational mechanism for increasing the boat's height.
The most urgent task is to clarify the role division of each body on this issue.
Firstly, the labor department has taken many measures, such as announces the minimum wage standard, the wage growth guidance line, and the labor market price. However, the government's system is often not implemented, and the "efficiency" of enterprises often becomes a "plastic clay" that can be kneaded and plastic.
Therefore, after the "opinions" have been issued, the labor departments in various regions need to carry out supervision and restriction through the credit system evaluation, annual inspection, special law enforcement, etc., and conduct a legality examination on wage negotiation contracts, and so on, and have strict checks on the profits of enterprises. This requires cooperation between taxation, business and other departments.
Secondly, we should see that trade unions, as spokesmen of workers' interests, lack of means to implement collective bargaining and support employees' desire to increase wages.
This needs to change the status of the weak Union forces for years as soon as possible, to enable trade unions to have the ability to negotiate wages for non-public enterprises, and to increase the role of grass-roots unions in wage negotiations and contracts - this is an important "source of strength".
Third, a sound wage growth mechanism may appear to be at the expense of "paying more for enterprises", but in the long run, it is conducive to the development of enterprises.
Therefore, the Federation of entrepreneurs and local chamber of commerce should play their guiding role in establishing a better atmosphere of "collective wage consultation" rather than relying on the imbalance in the labor market and simply binding them to negative confrontation. This is both the social responsibility of enterprises and the long-term interests of enterprise development.
Fourth, compared with the national labor law, local regulations are often more operational.
The relevant regulations issued in Shanghai, Jiangsu and other places have shown the characteristics of measures quantification, concretion and pertinence. People's congresses at all levels have great room for research, legislation and supervision.
When the market mechanism is not sound enough, it is expected that the "labor market pricing" is just a thirst for justice, and effective macroeconomic regulation of wages should not rely solely on the labor department itself.
We should fully mobilize the enthusiasm of the various actors and make steady efforts to promote the establishment and improvement of the normal growth mechanism of employees' income through the efforts of limiting power, decentralization and the use of power, so as to enable more people to enjoy the fruits of reform and development.
